In Finland along the Russian border you can spot bears. Taiga Bear Kuusamo and Karhu Bear Kuusamo have nice locations to observe and photograph the bears. In the spring of 2022 I was able to observe bears in Viiksimo organized by the Boreal Wildlife center.
